4 Days to March 31: Your Emergency Jamaica Payroll Filing Action Plan

Four days to Jamaica's March 31 payroll deadline and you're not ready. Here is your hour-by-hour emergency action plan — what to do right now to file before the penalty clock starts.

If you are reading this on March 27 and your March 31 Jamaica payroll filings are not done, you are not in an impossible situation. You are in a tight one.

Four days — three business days with the weekend — is not comfortable. It is enough. Employers have filed accurate, complete SO1 returns in less time. But only if they stop planning to do it and start doing it immediately. Not after the meeting. Not this afternoon. Now.

This post is not a background article. It is an action plan, written for the employer who is genuinely behind and needs to know what to do in the next 96 hours in the correct order.


Stop. Assess First. (30 minutes)

Before you touch a form or log into any portal, spend 30 minutes getting a clear picture of where you actually stand. Acting without this picture means working on the wrong things first.

Answer these four questions:

1. Is your 2025 payroll register complete and accurate? By "complete" I mean: every employee, every month, every pay run, every deduction captured. By "accurate" I mean: PAYE calculated at the correct threshold, NHT at 2% employee / 3% employer, NIS at 3% / 3%, Education Tax at 2.25% employee / 3.5% employer, HEART at 3% employer.

If yes: you are ahead of most people. Go straight to the eTAJ filing steps below. If no: identify specifically what is missing and whether you can reconstruct it in the next 24 hours.

2. Are there any outstanding monthly PAYE remittance gaps? Log into eTAJ at etax.gov.jm and check your payment history for 2025. If every month from January through December is recorded and correctly allocated, you have a clean reconciliation to work from. If months are missing or payments show as unallocated, you have a problem to address before filing the SO1.

3. Do you have TRNs for all employees? Every person who worked for you in 2025 needs a valid TRN on your SO1. If you are missing TRNs, you cannot file accurately. Begin collecting missing TRNs immediately — contact employees directly, today.

4. Have you filed your NHT Annual Return and NIS Reconciliation? These are separate from the SO1 and must both be completed by March 31. If one or both are pending, include them in your plan below.

Write your answers. This 30 minutes is the best investment you will make in the next four days.


Hour-by-Hour Action Plan: 96 Hours to March 31

Today (Friday, March 27) — Data and Gaps

Hours 1–3: Complete your payroll register If your register has gaps, this is your window to fill them. For missing months: pull bank statements, check payment receipts, call your accountant. For each employee, you need: gross pay per month, PAYE deducted, NHT deducted, NIS deducted, Education Tax deducted. You do not need perfect precision — but you need accuracy to within a few hundred dollars per employee, not estimated figures.

Run each employee's annual gross pay through the calculator and confirm what the PAYE should have been. If your records show a different number, flag it and reconcile.

Hours 3–4: Check and fix your eTAJ remittance history Log into eTAJ and verify every 2025 monthly remittance. For any gap, initiate a catch-up payment today. PAYE payments through bill payment services (NCB, Scotiabank, Sagicor, etc.) take 1–2 business days to process and appear in your eTAJ account. A payment initiated today will post by Monday, before the deadline.

Hours 4–5: Collect missing TRNs Message or call every employee whose TRN you don't have confirmed. Be direct — tell them you need it by end of day Friday because payroll filings are due Monday. Most employees will respond quickly.

By end of day Friday: Your payroll register should be complete, your remittance history should be confirmed or catch-up payments initiated, and you should have TRNs for every employee.


Saturday, March 28 — File the SO1

Saturday is your SO1 filing day. The eTAJ portal is available 24/7. Saturday morning is typically a lower-traffic time on the portal — you are less likely to experience slowdowns than on Monday morning when thousands of employers are filing simultaneously.

Step 1: Log into eTAJ Go to etax.gov.jm. If you cannot remember your password, reset it now — not on Monday morning. The password reset process takes about 10 minutes under normal conditions.

Step 2: Navigate to Annual Returns → Employer Annual Return (SO1) → Tax Year 2025

Step 3: Enter employer summary totals Total employees, total gross wages, total PAYE deducted, total employer contributions (NHT, NIS, Education Tax, HEART). These numbers come directly from your completed payroll register.

Step 4: Enter employee detail For employers with fewer than 10 employees: enter each employee manually. Use the Save Draft button every 2–3 employees.

For employers with 10 or more employees: download the CSV template from the portal, populate it from your payroll register, upload the completed file. This is significantly faster and less error-prone than manual entry.

Step 5: Review the reconciliation screen Before clicking Submit, review the reconciliation. If TAJ's system shows a different amount received than your SO1 declares, investigate the discrepancy before submitting. Do not adjust figures to make them match artificially.

Step 6: Submit and save your reference number Screenshot the confirmation page. The reference number is your proof of timely filing.

By end of day Saturday: SO1 filed. Confirmation reference saved.


Sunday, March 29 — File NHT and NIS

Sunday is your NHT and NIS day.

NHT Annual Return Log into the NHT employer portal. The NHT Annual Return covers the same employees and the same compensation data as your SO1, but it is focused on NHT contribution reconciliation. You will need your employer NHT registration number, your employee NIN numbers (different from TRNs — these are National Insurance Numbers, NIS-issued), and your contribution totals by month.

Common NHT filing issue: The NHT portal requires each employee's NIN, not TRN. If you have been collecting TRNs but not NINs, you may have a gap here. Contact employees who are missing NIN numbers before Sunday, or call the NHT employer helpline.

NIS Reconciliation The NIS Reconciliation can be filed online or in person at the Ministry of Labour and Social Security. If filing online, you will need your employer NIS number and monthly contribution records for 2025. The NIS reconciliation matches your declared contributions against what was actually received at NIS.

Note: NIS has a contribution ceiling — only insurable earnings up to a defined maximum are subject to NIS. Verify you have applied the ceiling correctly in your contribution calculations.

By end of day Sunday: All three returns filed. You have three confirmation receipts. You are done.


Monday, March 30 — Verify and Resolve

Monday is your buffer day. Do not plan to file anything on Monday — plan to verify what you filed on Saturday and Sunday.

Log into eTAJ and confirm your SO1 status shows "Processed" rather than "Pending." Log into the NHT portal and confirm your Annual Return is received. Check your NIS submission status.

If anything is stuck in "Pending" or showing an error, Monday is your last day to resolve it before the deadline. TAJ's helpline (1-888-829-4357) is typically open Monday through Friday 8 AM to 5 PM. If you need to call, call Monday morning.

If everything shows as received and processed, you are compliant. The deadline is March 31. You beat it.


What If You Genuinely Cannot Get All the Data?

There will be some employers reading this who cannot complete their payroll register by Saturday. The historical data is genuinely unavailable, the accountant is unreachable, the software has a problem. Here is the honest guidance:

File what you have by March 31. An incomplete or slightly inaccurate return that is filed on time is a better legal and financial position than a perfect return filed in April. TAJ processes amended SO1 returns — you can correct errors after filing. You cannot unring the bell on a late filing.

Do not guess wildly. There is a difference between estimating reasonable figures based on available records and fabricating figures you have no basis for. Estimate based on what you know — average monthly payroll, consistent employee count, known contribution rates. Document your estimates.

Call TAJ. If you are in genuine distress, call 1-888-829-4357. TAJ's compliance team handles situations where employers are having difficulty meeting the deadline. They would rather have contact from you now than have a non-filing account go to enforcement in April.

Pay what you can. Even if you cannot complete the full return by Monday, pay an estimated PAYE liability by March 31. Any payment before the deadline reduces the outstanding balance that the 10% penalty and 20% surcharge will be calculated on.
