March 31 is the most important payroll deadline on the Jamaican tax calendar. By that date, every employer must file their S01 Annual Return with the Tax Administration Jamaica (TAJ), issue TD4 tax certificates to every employee, and reconcile the full year's payroll records. Missing this deadline triggers penalties and interest. This step-by-step checklist ensures you arrive at March 31 fully prepared.
Jamaica's Payroll Year: April 1 to March 31
Jamaica's tax year runs from April 1 to March 31 — not January to December. This means:
- Your payroll year 2025/2026 covers April 1, 2025 through March 31, 2026
- All year-end filings relate to this April–March period
- The S01 Annual Return for 2025/2026 is due by March 31, 2026
- New tax year thresholds (if any) take effect April 1
Plan your year-end tasks around this calendar, not a January 1 year-end.
The Complete Year-End Checklist
Step 1: Gather Full-Year Payroll Data (By March 15)
Before you can file or reconcile anything, you need complete data. Compile the following for every employee who was on payroll at any point during the year:
- Total gross emoluments (salary, wages, commissions, bonuses, allowances)
- Total PAYE withheld
- Total NIS withheld (employee portion)
- Total NHT withheld (employee portion)
- Total Education Tax withheld (employee portion)
- Total employer NIS, NHT, Education Tax, and HEART contributions
- Start date and/or end date (for new hires or leavers during the year)
- TRN and NIS number for each employee
If you use payroll software, run the Year-to-Date summary report now to verify all figures. If you use spreadsheets, start reconciling immediately — data entry errors are common and take time to trace.
Step 2: Reconcile Monthly S02 Returns Against Annual Totals (By March 18)
Your monthly S02 remittance returns together should equal your annual S01 totals. Reconcile them:
- Add up total PAYE remitted across all 12 S02 returns — does it match the sum of PAYE withheld from all employees?
- Add up total NIS (employee + employer) remitted — does it match?
- Same for NHT and Education Tax
- If there are discrepancies, identify which month and which employee is causing the gap
Common sources of discrepancy:
- An employee was added to payroll but not included in the S02 filing for that month
- A manual adjustment was made to an employee's pay but not reflected in the S02
- A leaver was removed from payroll mid-month but the final pay was not included
- An off-cycle bonus payment was processed outside the normal pay run and not added to the S02
Step 3: Process Any Outstanding Year-End Adjustments (By March 20)
Before locking the year, make any necessary payroll adjustments:
- Year-end bonuses: if paying a Christmas or year-end bonus in March, process it before closing the year
- Gratuity payments: for employees completing contracts, process gratuity this month
- Leave encashment: pay out any accrued vacation the employee is entitled to upon year end
- Salary corrections: fix any underpayments or overpayments identified during reconciliation
All of these affect annual gross emoluments and therefore the S01 totals and TD4 figures.
Step 4: Generate TD4 Certificates for All Employees (By March 25)
A TD4 is the Jamaican equivalent of an annual tax certificate. Every employee who was on payroll at any point during the year is entitled to a TD4, even if they left mid-year.
Each TD4 must include:
- Employee's full name and TRN
- Employer's name and TRN
- Tax year (April 1, 2025 – March 31, 2026)
- Total gross emoluments for the year
- Total PAYE withheld
- Total NIS withheld (employee portion)
- Total NHT withheld (employee portion)
- Total Education Tax withheld (employee portion)
- Any other deductions
Employees use their TD4 to file their personal income tax return (IT01) if required. Issue TD4 certificates by March 31 — earlier is better to give employees time to file their own returns.
Step 5: Issue P45 Certificates to Leavers (If Not Already Done)
A P45 must be issued to every employee who left during the year at the time of leaving. If you failed to issue P45s promptly during the year, catch up now. A P45 contains:
- Year-to-date gross pay at the point of leaving
- Year-to-date PAYE, NIS, NHT, and Education Tax deducted
- The employee's last day of employment
Note: if you issued a P45 mid-year, that employee still receives a TD4 at year end (the TD4 covers the full year including the period before they left).
Step 6: File the S01 Annual Return with TAJ (By March 31)
The S01 Annual Return is your comprehensive annual payroll report to TAJ. It must be filed by March 31 with no exceptions.
The S01 includes:
- A summary of all employees on payroll during the year
- Each employee's annual gross emoluments and all deductions
- Total employer contributions for the year
- Totals reconciling to your monthly S02 returns
Filing methods:
- TAJ Online (e-Services portal): the preferred method — file and pay online at etax.gov.jm
- In-person at TAJ offices: bring printed S01 forms to your nearest TAJ office
- By post: not recommended due to delivery uncertainty
If you have a large employee count, TAJ accepts electronic file uploads. Check the TAJ e-Services portal for the current accepted file format.
Step 7: Pay Any Outstanding Balances
When you file the S01, TAJ will compare your annual totals against the amounts remitted via monthly S02 returns. If there is a shortfall (i.e., you remitted less than you should have during the year), pay the balance immediately.
Outstanding balances accrue interest at TAJ's statutory rate. The sooner you pay, the less interest accrues.
Step 8: Prepare for the New Tax Year (April 1)
Before your first payroll run in April:
- Update your payroll system with any new PAYE thresholds or statutory rates effective April 1
- Issue new TD1 declarations to employees who want to update their tax status
- Verify that all new hires during March have been properly registered with TAJ and NIS
- Archive the completed year's payroll records — you must retain them for at least 7 years

Penalties for Missing the March 31 Deadline
TAJ imposes the following for late S01 filing:
- Late filing penalty: a fixed penalty plus a percentage of unpaid tax
- Interest on underpayments: statutory interest rate applied monthly on any balance outstanding
- Potential audit selection: late filers are more likely to be selected for payroll audits
Even if you cannot pay the full balance, file the S01 on time. The late filing penalty for not filing is separate from (and additional to) the late payment penalty. Filing on time with a balance owing is better than filing late.
Frequently Asked Questions
What if I have an employee who earned income from two jobs during the year?
Each employer files a separate S01 and issues a separate TD4 covering only the income paid by that employer. The employee reconciles both TD4s when filing their personal IT01 return. You are only responsible for reporting what you paid.
Do I need to file an S01 if I had no employees?
If you are registered as an employer with TAJ but had no employees during the year, file a nil S01 return. This confirms to TAJ that you had no payroll obligations — it prevents unnecessary follow-up.
Can I get an extension to the March 31 deadline?
TAJ does not routinely grant extensions to the S01 deadline. File on time regardless of whether you have resolved all reconciliation discrepancies — you can amend a filed S01 if corrections are needed.
What records do I need to keep after filing?
Retain all payroll records, S02 returns, S01 returns, and TD4 copies for at least 7 years. TAJ can audit prior years and will request these documents.
