Before the First Paycheck: What Must Be Done
1. Confirm the Employee's TRN
Every person who earns income in Jamaica must have a Tax Registration Number (TRN) issued by the Tax Administration Jamaica (TAJ). You cannot legally process payroll for an employee without their TRN on file.
If a new hire does not yet have a TRN, they need to apply at a TAJ office with valid ID. Processing typically takes two to four weeks. Do not start paying them until the TRN is confirmed — or at minimum, have proof of application and a firm commitment to provide the number before the first S01 return is due.
2. Complete the TD1 Declaration Form
The TD1 is the employee's income tax declaration. It tells you how to calculate their PAYE deduction — specifically whether they qualify for additional reliefs beyond the standard income tax threshold of J$1,902,360 per year (J$158,530 per month for 2026/2027).
Every new employee must sign a TD1 before their first payroll run. Keep the original on file — TAJ may request it during an audit.
When should an employee file a new TD1?
- Starting a new job
- Getting married or divorced
- Having a dependent change
- Receiving a qualifying disability or charitable contribution relief
If a returning employee's circumstances have changed since their last TD1, the start of a new tax year is the right time to refresh it.
3. Register the Employee with NIS
The National Insurance Scheme covers all employed persons in Jamaica. You as the employer must register new employees with NIS before they begin working — registration is not retroactive.
To register, visit the NIS office nearest to your business location or use the NIS online employer portal (where available). You will need:
- The employee's full name and date of birth
- Their TRN
- Your employer NIS number
- The employee's start date
Once registered, NIS contributions begin from the first pay period at 3% of gross pay (employee) and 3% (employer).
4. Enrol the Employee with NHT
The National Housing Trust covers all employees in the private sector and some government entities. Similar to NIS, enrollment must happen before the first paycheck.
NHT enrollment can often be completed online at nht.gov.jm. You will need the employee's TRN and personal details. NHT contributions are 2% of gross pay (employee) and 3% (employer).
Employees who are enrolled with NHT become eligible for housing benefits — a meaningful employment benefit that costs you nothing additional beyond the statutory contribution.
During the First Pay Period
Setting Up PAYE Calculations
With the TD1 completed and the income tax threshold for 2026/2027 confirmed, set up the employee's PAYE calculation:
Jamaica PAYE rates (2026/2027):
- Income up to J$1,902,360/year: no PAYE
- Income from J$1,902,360 to J$6,000,000/year: 25% on the excess
- Income above J$6,000,000/year: 30% on the excess above J$6M
Because PAYE is annualized in Jamaica, the monthly deduction is calculated by projecting the employee's annual income and applying the rate to the projected annual tax, then dividing by 12.
If you hire someone mid-year, their PAYE calculation accounts for the remaining months of the tax year — not the full 12 months.
Running the First Payslip
The first payslip must show all statutory deductions clearly:

Using the wrong TD1 threshold The standard threshold for 2026/2027 is J$1,902,360 — up from J$1,799,376 in 2025/26. If an employee has no additional reliefs, this is the number to use. Do not carry over thresholds from previous years.
Forgetting HEART/NSTA HEART contributions (3% of gross, employer only) apply to all employees. There is no employee registration — it is simply calculated and remitted with your monthly payroll taxes. New employers frequently miss this.
