Questions About Jamaica-Specific Tax Compliance

Question 1: What is the current PAYE tax-free threshold in your system?

The correct answer in 2026/27 (effective April 1, 2026) is JMD 1,902,360 per year. If the vendor hesitates, says "it depends on the plan," or gives you a different number, stop the demo. This is the most basic Jamaica payroll fact. If they don't know it off the top of their head, their software has not been built for Jamaica.

Question 2: How does your system handle the PAYE annualisation method for monthly payroll?

For monthly payroll, PAYE must be calculated by annualising the monthly emoluments (multiplying by 12), applying the annual tax bands, then dividing by 12. Ask the vendor to show you a live PAYE calculation on screen. If the system calculates PAYE as a flat percentage of monthly gross without annualising, it is wrong.

Question 3: Does your system handle variable pay (commissions, bonuses) correctly for PAYE?

Ask them to demo a scenario: employee earns JMD 100,000 base salary in Month A and JMD 300,000 (salary + large commission) in Month B. Show me the PAYE calculation for both months. If both months produce the same PAYE amount, the system is broken — Month B should produce significantly higher PAYE due to the annualisation of a higher gross figure.

Question 4: What NIS ceiling is programmed into the system and when was it last updated?

TAJ updates the NIS insurable wage ceiling periodically. The vendor should know the current ceiling and confirm that their system stops NIS deductions once an employee's cumulative earnings cross that ceiling. If they cannot confirm this feature, you risk over-deducting NIS from high earners.

Question 5: Does the system automatically calculate HEART contributions and handle the 5-employee threshold?

HEART Trust/NTA contributions (3% employer-only) are required only for employers with 5 or more employees. If you grow from 4 to 5 employees, HEART contributions should begin automatically. Ask the vendor to show you this in their system. If HEART is a manual toggle that you have to remember to turn on, that is a compliance risk.

Questions About TAJ Reporting

Question 6: Show me the S02 report your system generates. Does it match TAJ's current template?

Ask to see an actual sample S02 output — not a screenshot in a brochure, but the real document the system generates. Check the column headings, data format, and whether it matches the TAJ S02 form you have filed before. Misformatted S02s cause filing problems and can be rejected by TAJ.

Question 7: Does your system generate the S01 Annual Return?

Some payroll systems generate monthly S02 returns but not the annual S01. Ask directly: does your software produce a ready-to-file S01? If not, you will be manually compiling a full-year summary every March — defeating a major purpose of having payroll software.

Question 8: Can the system generate TD4 certificates in bulk for all employees?

Ask them to demonstrate generating TD4 certificates for multiple employees simultaneously. Can you email them directly to employees from the system? This is a massive time-saver at year end. If TD4s must be manually created in a word processor, the vendor has not built a complete Jamaica payroll product.

Question 9: Does the system generate P45 leaver certificates automatically when an employee is terminated?

When an employee leaves, the system should automatically generate a P45 with their year-to-date figures pre-populated. Ask to see this workflow during the demo. If it is a manual process, factor in the time and error risk.

Question 10: How quickly does your system update when TAJ changes a rate or threshold?

Jamaica's PAYE threshold, NIS ceiling, and contribution rates change periodically. Ask: when TAJ announces a new rate, how long does it take for your system to be updated? Who is responsible for applying the update — the vendor automatically, or you manually? The answer should be: the vendor updates automatically and you are notified.

Questions About Pay Processing

Question 11: Can your system handle weekly, bi-weekly, and monthly pay frequencies simultaneously?

If you have some staff paid weekly and others paid monthly, your system must handle both. Ask for a demonstration of multi-frequency payroll. This is especially important for companies with hourly workers (weekly) and salaried staff (monthly).

Question 12: Does the system generate ACH / direct deposit files for Jamaican banks?

Ask which local banks are supported: NCB, Scotiabank, JN Bank, CIBC FirstCaribbean, Sagicor Bank. The system should generate the bank's required upload file format so you can pay all employees in one batch without re-entering data. If you have to manually enter each payment into your bank's portal, that is hours of work per pay period.

Question 13: How does your system handle off-cycle payments like bonuses or advances?

Off-cycle payments (a bonus paid outside the normal payroll run) must still calculate PAYE correctly using the annualisation method. Ask the vendor to show you how to process an ad-hoc bonus payment, and confirm that PAYE is correctly calculated for that payment.

Questions About Data Security and Reliability

Question 14: Where is payroll data stored and who can access it?

Payroll data is among the most sensitive business data you hold. Ask: is data stored on servers in Jamaica or offshore? Who within the vendor's team can see your data? What security certifications does the vendor hold? For cloud-based systems, ask about SOC 2 compliance or equivalent.

Question 15: What is your system uptime SLA, especially around the 14th of each month?

The 14th is the S02 filing deadline — the most critical payroll day of the month. If the system is down on the 14th, you are at risk of missing your TAJ filing deadline. Ask for the vendor's uptime guarantee and ask specifically about maintenance windows — do they ever perform maintenance around the 14th?

Questions About Pricing and Contracts

Question 16: What is the pricing model — per employee, flat fee, or tiered?

Understand exactly how pricing scales as you grow. Ask: if I add 5 employees next year, what does that cost? Some vendors charge per pay run, others per active employee per month. Get a price in JMD — if pricing is only in USD, the vendor may not have a strong Jamaica focus.

Question 17: Are there setup fees or data migration fees?

Moving from spreadsheets or a prior system to new payroll software requires data migration (employee records, year-to-date figures). Ask if this is included or costs extra, and how long it typically takes. Hidden setup fees can make an apparently affordable platform quite expensive.

Question 18: What is the minimum contract length and what are the exit terms?

Can you cancel month-to-month, or are you locked in for a year? If you sign a 12-month contract and the software does not meet your needs, can you exit early? Ask for the contract terms in writing before signing.

Questions About Support

Question 19: What support is available and how quickly do you respond?

Ask: do you have a dedicated support team for Jamaica customers? What are support hours? What is the typical response time? Is there a phone number I can call on a Monday morning when payroll won't run? Get the answers in writing. Slow support during payroll processing is one of the most common complaints about payroll software.

Question 20: Can you provide two or three references from Jamaican businesses of similar size who have used your software for at least a year?

This is the most powerful question of the demo. Any credible Jamaica payroll vendor should be able to give you real customer references in Jamaica. If they hesitate, say they cannot share customer information, or offer references from overseas — these are red flags.
